I am a lazy smegger, so quoted here I will post what was written at Senkinar, and then add to it down below. Read carefully.

He has a brown pair of studded leather pants that not only represents his low rank, but helps him run much faster than chain mail.

"Judas was a knights' apprentice in his youth, and received all the spoils associated with it. From early on, Rimmer learned to read and write, proper ettiquette, discipline, and mentally mastered the knights' code of honor. He was also taught at great lengths the ins and outs of fighting.
"However, when Rimmer came of age and it was time to apply these skills, not only did he fail to do so, but his lord was far too critical of him. It was not unlikely he'd seek to escape knighthood. No, instead, he applied his skills elsewhere."
I really can't tell you if he is magical or not. He is only my greatest creation. I'll tell you that he can only cast a spell with a mage's help, but that's about it. Rimmer is quite versatile. It depends on the thread.
Personality wise, Rimmer is often the rear end to one to many jokes. The thing that makes him so human though, is how it's really no odds to him. Rimmer is a terrible policeman, but he loves his job more than any of the other troopies.
To him it's just weird. They all dunno how to have any fun at all. But of course, leaving knighthood and his friends affected him so deeply that he still feels lost. He self medicates himself with alcohol far too often, some would say.
And then there was the whole issue with Dalamar and her influence on his childhood. True, I've said around these boards before that the Dal/Rimmer relationship would die at Senk but we never know. So I'll put it here. Just in case any of you are curious....
Sam and I are still working out what happens exactly, but this much we both know for certain. Rimmer and Dalamar were very close friends. At some points, Rimmer was the only thing Dal could rely on. She basically showed him the way to living life the way you want to. She was the only one who truly supported Rimmer in any of his decisions.
They loved... or almost loved. Rimmer was pained when he had to separate himself from knighthood so badly, that he felt the need to write Dalamar a goodbye note explaining why. And to this day he hopes she still kept the envelope.
You see, Dalamar was sort of this mother figure to him. She took care of him when he got "the scars." Mainly, Rimmer thinks she only did that because he wasn't allowed to take care of them himself. The Lord just sat on his arse and let his face get all sickly and infected.
And that is why you see Rimmer act and speak of Dalamar so fondly. He cold never arrest her willingly, even if there was cause to do so. Rimmer owes Dal a lot.
